Monica Lathan-Dye , DrPH

Dr. Monica Lathan-Dye is Senior Survey Director at 2M Research, with more than 20 years of public health experience in developing and executing successful federal, state, and not-for-profit programs, as well as modernizing health care delivery and systems to create cutting-edge health information technology and performance measurement strategies. She is well-versed in mixed-method (qualitative and quantitative) research and skilled in using various statistical packages, such as SAS, Excel, SPSS, STATA, and Atlas.ti.

At 2M, Dr. Lathan-Dye serves as the Senior Evaluation Lead to the Evaluation of the Maternal and Child Health Bureau (MCHB) Autism CARES Act Initiative for the Health Resources and Services Administration (HRSA). She leads efforts to design and implement an impact evaluation MCHB’s Autism CARES Act Initiative, including preparing and submitting Office of Management and Budget packages, assisting in HRSA’s preparation of congressional requests for information and reports, creating program fact sheets, drafting annual interim evaluation reports, and preparing a final evaluation report for nine key programs. She has also served as Project Director for the Technical and Administrative Support Services for the Assistance for Firefighters Grant Programs for the Federal Emergency Management Agency (FEMA), which includes providing oversight to technical subject matter experts and helpdesk personnel to effectively orchestrate a comprehensive technical evaluation panel review of first responders and researchers.

Dr. Lathan-Dye has a background in quality improvement (i.e., Lean Six Sigma – Black Belt) and contract management (COR II). Dr. Lathan-Dye received her Bachelor of Science in Psychology from University of Maryland at College Park and her Master of Public Health in Health Promotion & Disease Prevention from The George Washington University. She received her DrPH with an emphasis in Public Health from Morgan State University.
