Francesca Papa is a Research Assistant with 2M Research. Ms. Papa has 3 years of experience in interpreting and reporting research and has made key contributions to many 2M projects across a variety of agencies. Specifically, she has performed qualitative and quantitative analyses, developed survey instruments, drafted text for proposals and deliverables, and performed additional ad hoc research tasks as assigned by senior project staff.
Ms. Papa is part of the 2M help desk staff for the Office of Special Education Programs (OSEP) Monitoring and State Improvement (MSIP) for the U.S. Department of Education (ED). In this role, Ms. Papa provides technical assistance and guidance on using the State Performance Plan (SPP)/Annual Performance Report (APR) online reporting system. Additionally, she delivers research support for the annual evaluation of the online reporting system. For the Mission Partner Satisfaction Surveys (MPSS) for the Defense Information Systems Agency (DISA) with the U.S. Department of Defense (DoD), Ms. Papa helped organize in-person interviews of high-ranking IT personnel, prepared interview documents, and assisted with providing high-quality deliverables. She also provided qualitative analysis and contributed authorship to the study’s final report and presentation.
Ms. Papa received her Bachelor of Arts in Psychology with a minor in Philosophy from the University of Texas at Arlington.
