Jennifer McMurrer, PhD

Dr. Jennifer McMurrer is a Research Analyst with 2M Research. She has more than 15 years of experience conducting practical research that informs policy and evaluates the effectiveness of educational programs, having worked for education associations, universities, school districts, and a consulting firm. Her research focuses primarily on K–12 federal education policy and program implementation in persistently low-achieving schools.

Currently, Dr. McMurrer provides research support for the Arts in Education (AIE) project for the U.S. Department of Education (ED), including conducting a needs assessment of AIE grantees, assembling an online toolkit of resources, facilitating webinar presentations for grantees, and planning conferences for the annual AIE meeting hosted by ED. For the Monitoring and State Improve Planning (MSIP) project for the Office of Special Education Programs (OSEP) at ED, Dr. McMurrer provides technical assistance to grantees who use the State Performance Plan (SPP)/Annual Performance Report (APR) tool, which was designed, developed, and deployed for the annual collection of data from all states and territories that receive formula grants under the Individuals with Disabilities Education Act program.

Prior to joining 2M, Dr. McMurrer was the Director of Research at the Center on Education Policy at The George Washington University. She has authored and co-authored numerous publications, including articles appearing in journals such as the Peabody Journal of Education and Studying Teacher Education. She is an active volunteer in the public schools, serving on various district committees in her children’s school district. Dr. McMurrer received her PhD in education policy and research methodology from George Mason University, where she also earned a Master of Public Policy. She holds a Bachelor of Arts in Modern Foreign Languages and International Affairs from James Madison University.
