Hiren Nisar, PhD

Dr. Hiren Nisar is the Director of Analysis and Senior Economist in the Social, Behavioral, and Methodological Sciences practice area at 2M. He has more than 12 years of experience in evaluation of social and economic programs and policies that aim to improve the economic and social wellbeing of students, youth, families, and workers. His core focus areas include applied economics and econometrics, public policy, and large-scale data analysis and modeling.

Dr. Nisar currently leads three Department of Housing and Urban Development (HUD) projects for 2M. The first one examines the factors associated with landlord participation in the Housing Choice Voucher program. The second study estimates indicators for self-sufficiency, economic opportunity, and financial stability for HUD-assisted populations. The final study examines the housing market and economic factors that predict homelessness in a community. He is also managing a Department of Labor study on gender-based disparities in pay.

Prior to joining 2M, Dr. Nisar was a Senior Analyst at Abt Associates, where he worked on projects in housing, education, nutrition, and income security and workforce development. His prior research involved empirical designs such as random assignment studies, non-experimental evaluations, and rapid-cycle evaluations to guide policy and decision making. His articles have been published in the Journal of Policy Analysis and Management and the American Educational Research Journal. Dr. Nisar earned a bachelor’s degree in Computer Science from Mumbai University, a Master of Science in Industrial Engineering and Operations Research from the University of California–Berkeley, and a Master of Arts and PhD in Economics from the University of Madison–Wisconsin.
